On 31 July 2009, the EU Commission brought in new rules for stricter controls for food and animal fodder, which constitutes a particular risk or is considered to constitute a risk.

EU rules define controls on imported products that the authorities know constitute a particular risk or which are considered as potentially constituting a particular risk for food safety. This risk does not mean that import of that 

product is prohibited, or that all parties require testing, but that the authorities must undertake a complete and thorough inspection before the products are brought into the EU. The results of this inspection should make it possible to assess the extent of the problem and to tackle it more effectively.

This inspection is carried out at a so-called DPE (Designated Point of Entry).
